Following the conclusion of Panchayat poll, various Zilla Panchayats appointed new Adhakshyas & Up-Adhakshyas for six districts as mandated under the Sikkim Panchayat Act, 1993.

For Gangtok district, Zilla Adyaksha is Balram Adhikari while Upa Adhyaksha is Devi Maya Pradhan, for Pakyong district. Laden Lhamu Bhutia has been elected as Adhyaksha while Prabha Pradhan is Upa -Adhyaksha for Namchi, Anjita Rajalim is Adhyaksha while Bikash Tamang is Upa-Adhyaksha in Geyzing, DS Limboo is Adhyaksha and Anita Rai is Upa- Adhyaksha for Soreng district, Tila Devi Gurung is Adhyaksha while Chandrabir Kami has been elected as Upa-Adhyaksha of Mangan district. While, Kado lepcha has been elected as Adhyaksha while Sonam Keepa Bhutia as Upa – Adhyaksha.

The Sikkim Chief Minister – Prem Singh Tamang (Golay) congratulated the newly elected Zilla Panchayats of all the districts at his official residence in Mintokgang.

As per the Sikkim Panchayat Act, 1993 Adhakshya & Up-Adhakshya(Amended 1995), “every Zilla Panchayat shall, at its first meeting in which a quorum is present. The power and duties of the Adhyaksha is to regulate the meetings of the Zilla Panchayat be responsible for the maintenance or record and registers of the  Zilla Panchayat, exercise supervision and over the act done and action taken by the members of the Zilla Panchayat and such officers and such other employees whose services may be place at the disposal of the Zilla Panchayat by the State Government.  operate jointly with the Sachiva of the Zilla Panchayat the Fund of the Zilla Panchayat including authorization of payment of refunds; cause to issue receipts under his signature or signature of Sachiva for sums of money received by him for and on behalf of the Zilla Panchayat; cause preparation of all statements and reports required under this Act; exercise such other powers, perform such other functions and discharge other duties as the Zilla Panchayat under general or special resolution.”

The Adhyaksha shall not exercise specific functions or discharge such duties as may be required by the rules made under this Act to be excercised.

The Up-Adhyaksha shall in the absence of the Adhyaksha, preside over and regulate the meetings of the Zilla Panchayat and perform all the functions and discharge all the duties of Adhakshya.
