Kohima, Nov 6: Nagaland Chief Minister Neiphiu Rio has officially requested over Rs 40,000 crore from the 16th Finance Commission to address the state’s infrastructure deficits and boost its long-term economic development. In a detailed presentation to Commission members, Rio highlighted the urgent need for financial support to bridge gaps in key infrastructure and enhance Nagaland’s contribution to national growth.
Among the major proposals, Rio sought Rs 9,000 crore for the construction of a 364-kilometer highway along Nagaland’s border with Assam and Rs 865 crore for the development of an airport in Ciethu. Additionally, he requested Rs 40,386.5 crore to cover the state’s capital deficit, with the objective of reducing dependence on revenue deficit grants in the future.
The Chief Minister also underscored the progress made in Nagaland’s agricultural sector, particularly with the cultivation of commercial crops such as coffee, rubber, palm oil, and areca nuts. He emphasized the need for investment in value-added activities like processing and market linkages to improve farmers’ income. Furthermore, Rio pointed out the state’s potential in organic farming, which could tap into premium markets and boost economic returns.
Acknowledging the heavy reliance on the tertiary sector, including tourism and hospitality—which together contribute more than 63% to the state’s GDP—Rio noted the underdevelopment of the secondary sector due to financial constraints. He also proposed Rs 7,884.80 crore for the renovation of aging government buildings, such as schools, hospitals, and administrative offices, many of which are over 50 years old.
In total, the Nagaland government has submitted a comprehensive memorandum to the Finance Commission, seeking nearly Rs 1 lakh crore for various infrastructure and development initiatives aimed at driving economic growth and improving public services across the state.
