The Lok Sabha on Tuesday approved the Manipur budget for 2025-26, proposing an expenditure of ₹35,104 crore, an increase from ₹34,899 crore in the 2024-25 budget estimate (BE) and ₹32,657 crore under the revised estimate (RE) for FY25. Union Finance Minister Nirmala Sitharaman assured that the Centre would extend all necessary financial support to boost the northeastern state’s economic development.
Replying to the discussion on the Manipur budget, which she tabled a day earlier, Sitharaman noted that the overall law and order situation in the ethnic strife-torn state had improved, barring some sporadic incidents. She also informed the House that arms and ammunition looted by mobs during the initial days of violence were being recovered.
Manipur has been under President’s rule since February 13, following the resignation of Chief Minister N. Biren Singh. With the state assembly placed under suspended animation, legislative powers are currently being exercised by Parliament under Article 356 of the Constitution.
Presenting the budget on Monday, Sitharaman detailed the financial allocations for FY26, stating: “For the year 2025-26, I am proposing a total expenditure of ₹35,104 crore out of the Consolidated Fund of the State. Total revenue expenditure is estimated at ₹21,512 crore, while capital outlay is projected at ₹7,773 crore.”
The budget estimates total receipts at ₹35,368 crore, including ₹27,231 crore in revenue receipts and ₹8,137 crore in capital receipts. The state’s own tax and non-tax revenue are projected at ₹2,634 crore and ₹400 crore, respectively.
Manipur has been grappling with ethnic violence since May 3, 2023, but the central government remains committed to ensuring stability and economic progress in the region, Sitharaman reiterated.
