Assam Government Introduces Bill To Amend Cattle Preservation Act

Guwahati, Mar 22: The Assam government on Friday introduced the ‘Assam Cattle Preservation (Amendment) Bill, 2025’ in the Assembly to revise the provisions of the Assam Cattle Preservation Act, 2021. The amendment proposes allowing individuals, along with registered agencies and farms, to transport cattle for agricultural, animal husbandry, or trade purposes.

Parliamentary Affairs Minister Chandra Mohan Patowary tabled the Bill on behalf of Chief Minister Himanta Biswa Sarma. According to the Bill’s statement of objects and reasons, the amendment aligns with a Gauhati High Court ruling on December 3, 2024, in case no. WP(C)/2495/2022, which permitted a petitioner to seek authorization for cattle transportation under these purposes.

The Assam Cattle Preservation Act, enacted in August 2021, regulates the slaughter, consumption, and transportation of cattle in the state.
