The Department-related Parliamentary Standing Committee on Home Affairs is scheduled to visit Guwahati and Shillong from January 18 to 21 to receive submissions on ‘The Constitution (One Hundred and Twenty-Fifth Amendment) Bill, 2019’.

The committee under the chairmanship of Rajya Sabha MP Anand Sharma, is currently examining the Bill.

The Bill inter-alia seeks to amend Article 280 of the Constitution to augment the Consolidated Fund of States of Assam, Meghalaya, Tripura and Mizoram, to supplement the resources of District Councils, including Village Councils and Municipal Councils, to rename existing Autonomous District Councils, to increase the number of seats, to provide reservation for women, to transfer additional subjects, to conduct elections to these Councils and to make provision for disqualification on defection of members of these Councils, etc.

The committee had earlier invited memoranda/representations on the Bill to have first-hand information. In this connection, the committee has decided to visit Guwahati and Shillong to hear tribal organisations and other stakeholders along with Chief Secretaries, representatives of the governments of Assam, Meghalaya, Mizoram and Tripura, and representatives of Union Ministry of Home Affairs.
