The loud bang at around 9:30 pm on Saturday night faded away all the joyfulness of SDO Bungte Chiru family who had a merry time felicitating the SDO on his promotion on the day rendering the entire Keithelmanbi Military Colony in Manipur’s Kangpokpi District in a state of fear and anxiety.

 

The bomb attacked yesterday night is the first such incident in New Year and the third in three months in Kangpokpi District of Manipur after the twin blast at Kangpokpi District Headquarters last year on October 19 and November 3 suspected to have a connection with monetary demand.

 

The latest incident yesterday night was an attacked upon a Government official who is a resident of Keithelmanbi Military Colony and worked as SDC (HQ) at DC Kangpokpi before his recent promotion to MCS and posted as SDO Bungte Chiru.

 

Security forces incuding Kangpokpi Police and 38 Assam Rifles immediately rushed to Kaigoulal Kipgen, an MCS officer residence at Keithelmanbi Military Colony where a suspected Chinese hand grenade was blasted by unknown miscreants and take stock of the situation.

 

A felicitation function was organized at the residence of the MCS officer on his promotion yesterday noon till late evening and the incident happened just after the felicitating program was completely over and family were about to take rest.

 

At the time of the incident, the MCS officer was with his family including his father Lunsat Kipgen, a Special Contractor, his mother a retired ZEO and other family members inside their residence. A crater was seen on the ground of the upper space of the MCS officer residence while several splinter marks were seen on the wall of the Granary and the window glass were broken.

 

Police also recovered few fragment of the bomb and a safety lever of the grenade found near the crater while a Suo-Moto was taken by Kangpokpi police for investigation of the incident. A sniffer dog was also called in by the Assam Rifles yesterday night in its attempt to trace to the culprits.

 

According to the MCS officer family, they have no threats from any organization but they avoid an envelope found in front of their residential gate week back on January 31 which disappeared after some days.

 

In connection with the incident, Kuki Inpi Kangpokpi District and all civil society organizations under the aegis of Kuki Inpi comes up with a strong condemnation stating that the attacked is taken seriously and considered it as serious disregard towards the Kuki Inpi.

 

Therefore, the culprits must come out in the open and let know the reason as to why such act has been committed within two days time before the Kuki Inpi and if they fail to do so it will be considered as disregard to the whole Kuki community and intense form of protest will be launch, it added.

 

It also pointed its finder upon the security forces who are enforcing law and order in the district asking as to how and why such unsafe incidents could happen continuously under their nose and demand to find out the culprits within two days or else intense protest will also be launch in the district.

 

Meanwhile, an enraged local of Keithelmanbi staged a sit in protest against the incident of bomb blast at Keithelmanbi Military Colony this afternoon at Teijang Veng from 1:00 pm till 3:00 pm demanding terrorism free Keithelmanbi and security of the SDO and his family in particular and the local denizens as a whole.

 

The protesters mainly women holds placard which reads, “Bombs are not a solution”, “Don’t disturb the civilize world with uncivilized acts”, “Think beyond and stop terrorism”, “We want terrorism free Keithelmanbi”, “We want justice”, etc.

 

The protest sit in was organized jointly by Keithelmanbi Village Authority, Keithelmanbi Womens’ Association and Keithelmanbi Youth Association to exhibit the people’s discontentment and condemnation of bomb cultures in the village in particular and the entire district in general.

 

An executive member of KWA said that the local populace of Keithelmanbi strongly rejected and condemned the bomb culture experience for the first time in the village and expressed our disappointment over the introduction of such menacing culture in the village.

 

She continued that the incident has create fear and anxiety among the innocent women and children, young boys and girls, men and women, young and old people of Keithelmanbi compelling us to come out and protest against such uncivilized act to stop happening again in future.

 

The women leader also demand the Government to ensure safety and security of the MCS officer and his family and the local populace of Keithelmanbi Military Colony while urging everyone not to reoccur such uncivilized act in future.

 

A total of nine bomb blast incident has been recorded so far in Kangpokpi District since 2010. The first one being on May 18, 2010 in a suspected sabotage plan to blow up a bridge on the outskirts of Kangpokpi Town on NH-2 where a person suspected to be the bomb planter got his head blown off and died on the spot.

 

The second incident on December 9, 2012 an Improvised Explosive Device planted inside a Maruti Van was blasted at around 12:15 pm along the NH-2 near Saparmeina bridge where two personnel of 13th BSF posted at Koirengei Imphal sustained minor injury.

 

In 2016 alone three incidents of bomb planting and bomb blast was recorded in Kangpokpi District. On February 17, a bomb suspected to be an Improvised Explosive Device (IED) was found planted near the main entry gate of Presidency College, Motbung at around 7:30 pm which was later detonated in a safe place. On August 8, two low intensity handmade IED exploded at around 10:45 am along National Highway-2 while similar type of bomb found at the same place was detonated by bomb expert later in the evening. On August 19, a hand grenade was found unexploded inside a Church campus around 100 meters below ADC, now DC Kangpokpi office structure at around 1:15 pm and later detonated in a safe place.

 

On January 11, 2018 the 38 Assam Rifles post at the heart of Kangpokpi DHQs was allegedly attacked with Chinese Hand Grenades and on October 19 and November 3 the same year bomb blasted has been recorded at the heart of Kangpokpi DHQs near ADC Sadar Hills Chairman residence and M/S Manoj Store.

 

Despite of the mass protest against the bomb culture, it continues to appear oftenly to disturb the prevailing peaceful environment in the district apart from disturbing the law and order situation.
