The government departments of Meghalaya will have the flexibility to allocate funds wherever required despite the merger of plan and non-plan expenditures in the Budget.
Plan budget is for development schemes and non-plan is related to establishment costs.
Hailing the financial budget of Meghalaya, which is a departure from the regular plan and non-plan allocations, Chief Secretary KS Kropha on Sunday said, “Despite merger, specific funds have been earmarked for development programmes.”
Kropha further added this will prevent funds from getting diverted to non-plan expenditure as specific development programmes have been listed in the budget.
“Another feature of the Budget is the convergence of various programmes,” he mentioned.
