In a major thrust towards solving the growing traffic jams in the state capital, Mizoram has launched Parking House Support Scheme (PAHOSS), the first of its kind in the state, to address traffic congestion in Aizawl city by providing financial assistance to private, recognised NGOs and local councils for construction of parking lots at various suitable locations within the city.

The new scheme, which envisages financial assistance to the tune of Rs 1 lakh for construction of parking house, was launched by chief minister Zoramthanga in a function held at Chief Minister’s Conference hall here on Wednesday.

Speaking on the occasion, Zoramthanga said, “We have high hope for our state to have one of the lowest records of traffic snarl through this scheme.”

He said that Aizawl city has been grappling with traffic congestion over the years due to increase in vehicles.

While the maximum capacity of the existing parking areas in the state is approximately 4,500 vehicles, the actual requirement is more than 18,000 and lack of parking lot coupled with growing number of vehicles has led to extreme congestion of busy roads during peak hours, he said.

He said that the idea of launching Parking House Support Scheme was conceived after a thought that the growing traffic snarl could be addressed by a comprehensive and system provision of parking in the capital, which would involve private participation.

Under this scheme, assistance will be provided in the form of grant-in-aid for construction of car parking at the rate of Rs 1 lakh per every light motor vehicle or every six two-wheeler.

Private, recognised NGO or local council, who are willing to construct parking lot for a minimum of 5 light motor vehicles (LMV) will be eligible to receive the assistance, which will be released in 3 installments.

The scheme also envisage that parking will be collected by the owners as per rate fixed by Aizawl Municipal Corporation (AMC) from time to time and an executive committee headed by state chief secretary will approve and sanction the assistance.

AMC mayor PC Lalhmingthanga, who also spoke on the occasion, lauded the chief minister’s effort for launching the new scheme and the call for public participation towards solving massive traffic congestion though positive means.

The launch function was attended by many important officials, including planning secretary Dr. Vanlalramsanga and Mizoram Inspector General of Police (IGP) LH Sanliana.
